The two first floor of the St-Ouen Municipal Centre are open to the public for their daily consultation with the municipal services and all the floors above are hosting exclusively the employees.

The public access of the building is on the southern facade which is facing the park. The aim of the glass double facade on top of bringing a new recognizable identity, is to offer protection to the existing facade behind and create a natural air flow to reduce the usage of air conditioning. The wooden blinds have been calculated to block the direct sunlight hence reducing the solar heat gain.
